The Results of the 2007 Kenyan General
Election

ABSTRACT The official results of the 2007 Kenyan election are deeply contested. Nevertheless, they are
presented here so that others can interrogate them, and because, when looking for irregularities in the
2007 elections, the official statistics are a good place to start. The six tables provided cover: a breakdown
of the presidential and parliamentary results by province, an overview of the turnout in the presidential
and parliamentary polls, the complete results of the presidential and parliamentary election broken
down by constituency, a list of all constituencies in which turnout in the presidential elections was
considerably higher than the national average, and a list of all constituencies in which there is a
significant discrepancy between turnout in the presidential and parliamentary polls. It is hoped that
these results will serve as a means of reference as well as an encouragement for further investigation.

Samuel Kivuitu, head of the Electoral Commission of Kenya (ECK), famously claimed
that he did not know who had actually won the 2007 Kenyan presidential elections. If the
ECK Chairman is unable to work this out from the official election results, it is not a bold
assertion to suggest that the figures are at least partly flawed.

Nevertheless, they are printed in this journal, and for good reason1. First, there are
simply no alternative, more authoritative statistics available. Second, and much more
importantly, even if these figures are questionable, their effects are quite real: however
flawed the numbers are, they profoundly shape the political reality Kenya will have to live
with in the years to come. Third and finally, the figures speak for themselves, or can be
made to do so: when looking for irregularities in the 2007 elections, the official statistics
are a good place to start.

There are many ways to rig an election, and most of them are not easily quantifiable.
Throup and Hornsby, in their study of the 1992 Kenyan elections, mention a myriad ways to
influence electoral processes and results: supporters are taken to polling stations by bus or
matatu, voters and voting clerks are either bribed or intimidated, people queue to vote
multiple times, names disappear from the register, campaigners work in the vicinity of
polling stations, voting materials are hampered with.2 These means are by no means
restricted to the government, and the authors provide ample evidence of vote rigging in the
opposition’s political heartlands during the 1992 elections.3 Many of these tactics straddle the
line between the merely illegitimate and the clearly illegal, and most of them leave no visible
traces in the election results. For a more in-depth analysis of the anomalies in the Kenyan

Official statistics alone cannot determine the extent of vote rigging, let alone the ‘real’
winner of the election. However, they can help to distinguish the plausible results from

the implausible, and the implausible from the suspicious. One indicator that is
particularly salient in this respect, and which is used in two of the tables in this section,
is voter turnout. Where the percentage of cast ballots is implausibly high, this can be seen
as evidence of ballot stuffing, or of other another means of illegally increasing the vote for
a particular party. We provide a list of constituencies in which voter turnout was over
85% in the presidential election, as these are cases that scholars of Kenyan politics may
wish to probe. It is important to put these constituencies in context; in the 2007
presidential election, voter turnout nationwide was 72%, considerably higher than the
55% turnout in 2002.4 In the heartlands of Kibaki and Odinga, the numbers were higher
still: 82% turned out in Central Province in 2007, and 76% in Nyanza, compared to 65%
and 55% in 2002. To what extent these figures are due to genuine political mobilisation is
difficult to tell, especially against the backdrop of a significant overall increase in voter
turnout.

An alternative way of looking at the figures is to compare the presidential turnout in
one particular place with the turnout in the parliamentary elections . which were
generally deemed to be more ‘free and fair’ . in the same constituency. As both elections
took place simultaneously, the divergence in turnout rates could be expected to be fairly
low. Indeed, in the 2007 elections, turnout deviation in the majority of constituencies is
below 3-4%. In those places where the presidential turnout was more than 10% . an
arbitrary but significant threshold . higher than the parliamentary one, election results
call for particular scrutiny.

The following five tables aim to put these numbers in context, as well as give a general
overview of the election results. Tables 1 and 2 show a breakdown by province of
presidential and parliamentary results respectively; while Table 3 provides an overview of
the turnout figures in the presidential and parliamentary polls. Table 4 lists the outcome
of both elections for each of the 210 constituencies; a key to the main party names and

acronyms is also provided. The last two tables, finally, draw attention to a number of
results which might well be understood as indicators of such irregularities. They list all
constituencies in which turnout in the presidential elections was considerably higher than
the national average (Table 5), or considerably higher than turnout in the parallel
parliamentary elections (Table 6). Together, these six tables give a brief overview of the
quantitative side of the 2007 Kenyan elections. They are meant to serve as a means of
reference as well as an encouragement for further investigation.
